Answers from your Costpoint data in minutes, not a week of exports.

AI built for how government contractors actually run. Rockford Ventures builds AI that works inside your Deltek environment and your compliance rules. It answers from your own data, shows its sources, respects who is allowed to see what, and leaves a trail an auditor can follow.

Example · sample data Reads your Deltek data. Shows its sources.

Are we billing any labor category above its contract ceiling?

Yes, two categories on 2237.004 Help desk, Option Year 1:

Senior Systems Engineer$4.12/hr over
Help Desk Lead$1.85/hr over

That's about $9,600 billed above ceiling since July. A rate correction is needed before the next invoice.

Built for the systems government contractors already run

  • Deltek Costpoint
  • GovWin IQ
  • Costpoint Time & Expense
  • Vantagepoint
  • Cobra

And the systems around them: Microsoft 365, SharePoint, Salesforce, and the proposal library on your shared drive.

Example · one morning, sample data

Found at 6 am. Fixed before lunch.

  1. 6:02 amThe alert reaches the program manager, not a spreadsheet.

  2. 9:40 amThe billing lead asks a question and gets the answer with its source.

  3. 10:05 amThe controller approves, and the fix goes out with the next invoice.

Sample data. Work like this usually takes days of exports and spreadsheets. We measure how long yours takes before we build anything.

Illustrative example on sample data. At 6:02 am a funding alert for project 2104.001 reaches the program manager's phone. At 9:40 am the billing lead asks whether everything worked last month was billed and learns that $18,240 on project 2301.002 was not, because two labor categories are missing from the contract. At 10:05 am the controller approves the fix and it is added to the October billing run.

01What we build

Four things we build

Each one starts with work your team repeats every week, and each one answers from your own records, with the source attached.

Ask your Costpoint data in plain English

An assistant that answers questions about projects, funding, rates, labor and billing from your own Costpoint data, and shows the report and date behind every answer. It inherits Costpoint's security, so people see only what their role already allows.

What changes: controllers and program managers stop exporting to Excel to answer the same questions every week.

Reads from: Costpoint projects, billing, labor and general ledger reports.

Exhibit AAn answer, traced to its source

What is unbilled on our Army task orders right now?

$412,880 across three projects. Most of it, $301,400, is on 2152.003 and is waiting on a contract modification.

Watch rates and burn before they become findings

Indirect rates tracked against the provisional rates you're billing, funded value burn by project, and unbilled or at-risk items, with plain alerts sent to the people who can act on them.

What changes: variances surface at month close instead of at the incurred cost submission.

Reads from: pool and base reports, project status reports, your rate letters.

The alert reached the program manager and the contracts lead about nine weeks before the money runs out, with time to request a funding modification.

Proposals and pricing from the data you already have

GovWin IQ opportunities matched against your past performance, then first drafts assembled from your proposal library, labor categories and historical rates, in your format and voice.

What changes: faster go/no-go calls, and fewer late nights the week a response is due.

Reads from: GovWin IQ, your past performance library, prior proposals and pricing history.

Audit readiness and a defensible trail

Every AI answer is logged with its sources and the person who asked. Timesheet compliance reminders, policy questions answered from your own written policies, and help assembling the documentation auditors ask for.

What changes: when DCAA asks how a number was produced, you can show them.

Reads from: your policies and procedures, timekeeping records, prior audit requests.

02How it fits

How it fits around Costpoint

The assistant reads. People decide. Your books change only the way they change today.

Where the assistant sits around Costpoint Costpoint, GovWin IQ and Microsoft 365 feed a read-only connection to the assistant, which uses each person's existing permissions. The assistant answers with sources and drafts. A person reviews, approves and posts, and entries go back through Costpoint's normal approvals. Where it runs

The data decides the environment, and we put the choice in the agreement before anything is connected.

Sensitive business data, not CUI

Commercial cloud

Enterprise AI services under written terms that rule out training on your data.

Controlled unclassified information

Government cloud

Services that meet FedRAMP Moderate or its equivalent, as DFARS 252.204-7012 requires, inside the boundary your System Security Plan describes.

When policy keeps data on site

Your own hardware

Open-weight models on servers you control, with nothing leaving your network.

Rockford does not hold a CMMC certification of its own. What we build runs in your environment, under your security plan.

03Next to Dela

Already have Ask Dela? Keep it.

Deltek's own AI comes with Costpoint and answers questions inside Deltek's products, using each person's existing permissions. Use it. The work that still eats a controller's week sits between Costpoint and everything else, and that is where we build.

Deltek Dela

  • Answers questions in Costpoint and in Microsoft Teams, and summarizes contracts
  • Included with the Costpoint license from version 8.2.8
  • Works from Deltek data, with the same permissions as the user
  • Not currently available in Costpoint GovCon Cloud Moderate, according to Deltek

What we add around it

  • Answers that join Costpoint with what lives outside it: rate letters, written policies, the proposal library, the mod sitting in someone's inbox
  • Built to your firm's rules, report formats and approval chain
  • A log of every question and answer that you own and keep with your workpapers
  • Built for the environment you run, including GovCon Cloud Moderate and on-premise Costpoint

Deltek details as of October 2026, from Deltek's Dela FAQ and AI security notes. Rockford Ventures is independent and not affiliated with Deltek, Inc.

Principle two

Every answer shows where it came from.

No black boxes. Every figure carries the report, the run time and the filter behind it, so it can be checked the way any workpaper is checked.

04The rules

Where we draw the line

The rules that make a CFO comfortable saying yes.

  • Costpoint stays the system of record. We don't replace Deltek and we don't compete with it. We build the firm-specific work around it that no vendor builds for you.
  • AI drafts, flags and answers. People post, approve and sign. Nothing writes to your books or submits a timesheet without a person deciding to.
  • Your data goes only where you've approved in writing. Commercial cloud, government cloud or your own hardware. We build for the environment your contracts require, and we put it in the agreement.
  • We're an independent firm. Rockford Ventures is not affiliated with, endorsed by or certified by Deltek, Inc. We work for the contractor, not the software vendor.

05How we work

How an engagement runs

Small proof first, then scale. You see results on your own data before you commit to more.

  1. Find the work worth automating

We sit with finance, contracts and program leads, map where the hours go, and rank the tasks where AI saves the most with the least risk.

  2. Prove it on one task

We build a working version on your real data for one task, inside your security rules, and measure it against how the work gets done today.

  3. Put it where people already work

We connect it to Teams, Outlook or the browser, set permissions and approvals, and train the team.

  4. Measure, then pick the next one

We track hours saved and answer quality, tune what isn't working, and choose the next task with you.

Principle three

AI drafts and flags; people approve and sign.

Nothing posts to your books, submits a timesheet or leaves your control without a person deciding it should.

07Federal teaming

Buying through a set-aside? Work with our partners.

For work sold directly to agencies, we team with certified small businesses so government buyers can reach this capability through set-aside contract vehicles.

Service-Disabled Veteran-Owned Small Businesses

We work alongside certified SDVOSB partners on opportunities set aside for veteran-owned firms, bringing the AI and technology work to their teams.

Economically Disadvantaged Women-Owned Small Businesses

We team with certified EDWOSB and WOSB partners on contracts under the SBA's Women-Owned Small Business program.
